Taking pictures or calling 911 is dependent on the situation and cannot stop a car containing an abducted woman or child from speeding away. Must always be prepared to use force.

One must be cautious because things are not always what they seem. I saw two women with a screaming kicking 6 year old, they were trying to get into a building. I happened to be in a park across the street and a woman in the park came over to me. The mother who had just left the kid, was afraid I would over react, which I was not going to do because I have been around kids a lot. The woman explained this was her son's first day of school. This particular office building was being used for special classes over the summer.

She explained her son was just having a meltdown and she left him in the care of two teachers. Again point being things are not always as they first appear.

Happened to me once,, I was driving a cab, radioed the taxi dispatch and he notified the police,, they pulled the car over.. Declared it a lovers spat and that is all I ever found out..

The scenario we were given was a woman being forced into a car. In our perverted sex crazed society we have too many incidents where our women and young girls are viewed as "use and discard sex objects" & often murdered. Not on my watch. An incident, as described, demands immediate response and, if required, violence.

Of course. I was describing a different type of action. It is just that many times I have seen people jump to wrong conclusions. There are also a lot of people dealing with adults who have dementia and they are out and about. If you have an adult with dementia and they suddenly have an episode that you must deal with, it can make you look bad to bystanders.

Again, this is more common than many people know about, since the government pretty much closed down the institutions for these people.
