IMO, the reason Campbell fell off the board is irrelevant. I doubt that somebody actually knocked him off the board and drowned him.
He fell off and drowned, someone tried to save him and failed.

What I'm getting at Blade is that he may have been dead before he fell off the board by gunshot, drugs, or blunt force. Personally, I wouldn't trust the investigators as far as I could throw 'em. The secret service people aren't going to say anything until they're on their deathbed, if even then.
