Why did it take Pres. J Biden a week to order the first balloon to be taken out?

I have been followling the balloons story. It now seems to have a pattern. Every balloon exect the one shot down over the Yukon was over water. This has lead me to conclude this was the safest way to get them out of the sky. What I wonder about is what is the point of these balloons? I am sure the Chinese have very good spy satellites and are flying spy planes close enough to see into our defences.Why these fly overs? Some people are saying that they may have been doing this for some time. See, if you report a UFO you may have not been taken seriously.

The first balloon penetrated American airspace over Alaska, then Yukon and maybe Saskatchewan and then Montana, some of the most sparsely populated territories in North America.
