At least two of the listed bases are VERY HEAVILY covered to avoid such intrusion. This is not to say it is fail safe; however, a great deal of time, money and effort have been used to prevent such intrustions.

I just can't imagine that a balloon would have more success...
Although, I suppose being inside the atmosphere would allow for more refined and precise readings...

When were these passed? I know that militias were monitoreed in Montana that made the BS about a deep state balloon more palatable. Military bases is an act of war. Most espionage is.
