It happens to be the executive and legislative branches of government that spend the money.The courts have no say in what is spent.

I always thought that the president could make changes to a bill presented to him by Congress and then send it back to Congress for a vote. If the.president can only veto without changes or sign the bill, why send it to the president? Is it merely a formality or is there any merit to it?
