If he had the power to declassify everything. But the question remains why would he take extremely confidential intelligence. There is no legitimate reason for him to declassify it or have it sitting unsecured.

Idiot trump knows nothing about how to declassify documents. There is a process and the labeling would need to be changed. Many of the documents were too sensitive to ever be down graded.
