Government Security Investigation

by Order of the President

All 14 major departments and the most significant Agencies of the Administration shall be investigated, and material evidence collected if needed for potential use in a court of law. This set of investigations must be carried out simultaneously, or as near to that as possible, so that the members cannot be tipped off by earlier investigations. This investigation shall be considered to be classified xxxxxxxxxxxxxxx.

1. All files must be immediately impounded, locked, and labeled as under investigation.

2. The investigators must interview at least three levels of management, and a sampling of lower-level employees.

3. The main objectives of the investigations are:
a. Review of all financial transactions for irregularities.
b. Review of management directions, orders, and positions for irregularities.
c. Review of the necessity for the organization's existence, budget, staffing, and facilities.
d. Search for fraud, waste, and mismanagement.
e. Discover any suspicious outside contacts of importance to the investigation.

4. Of great concern are the potential biases of the management, and their influence on conduct of the job. Attitudes that need to be uncovered include unusual political bias, activities associated with such bias, and any documentation of these aspects, as well as actual performance on the job.

5. Unusual political bias might include such ideologies as Socialism, Communism, Fascism, or membership in any organization or group inimical to the security of the United States. Discovery and reporting of such bias must be accompanied by documented proof.

6. Reports of findings are to be classified xxxxxxxxxxx, and the originals sent to the White House Chief of Staff. No copies of any kind shall be made or kept under penalty of the law. Facilities will be provided to the staff.

7. The investigative staff shall be composed of qualified State investigators recommended by the Governors. Eighteen
2-man teams, a manager and a deputy are to be certified, cleared at the Presidential level of access, and deputized to carry out these investigations. There will be no other staff. In no way will the DOJ, FBI, CIA, DIA or any other established investigative body be a part of this effort. They are to be investigated themselves in most cases.

8. A questionnaire shall be devised that will require the personnel under investigation to answer and sign. The questionnaire shall probe every aspect of the attitudes of the employees towards their job, their membership in any organizations whatsoever, and their general financial status.
Further they shall sign an affidavit to the effect that they are not a member of any organization or group that is inimical to the security of the United States, or any organization or group that threatens the provisions of the Constitution or the Administration. Refusal to sign shall be considered cause for dismissal.

9. Questions posed by the interviewees shall be referred to the Chief of Staff if not satisfied by the investigators.
