The state government, and therefore the tax payers, are going to pay for this irresponsible idea. Remember the $10,000 bounties. That's the money which is gotten from the taxpayers and then given to the people who turn their neighbors, friends, and patients in for even questionable cases.
I guess one could call it a perfect storm brewing to make a lot of corruption. Here are 3 factors I see, from the Original Post, all creating a bad storm:
1. Money (tellingly associated with evil, traditionally, and rightly so, I think)
Example: "a nurse turning her in for the $10k bounty"
2. true paranoia (fear based on truth: your neighbor really might turn you in, if you deviate so much as to have a miscarriage or ask the wrong questions) and the loss of discussion
To wit: "the ability for a woman or girl to even have anyone to talk to, what is someone supposed to do if a woman confides in someone, turn them in for thinking about it"
3. religion (may be good among people who share the exact same religion, but often harmful otherwise): "religious issues"
I have friends and relatives who are religious and are good people, BUT religion often doesn't work that way with a lot of people. While religion can be good in some ways, for some people, it's also a ready-made excuse for all kinds of stupidity and cruelty.
