Agree with you here… In addition to their “ trickery” of bids having to be done and contracts to an independent… However, as we well know the government has a number of contractors with hands in pockets and lucrative contributions either giving or taking to get these jobs….

They require bids too..They need them to come in at x dollars knowing fully well that it is cut to the quick and on e the bid is accepted, then have to send “additions” for quotes needed which is then also granted so the jobs continues… Its all a political scam!!
