How about the boarder wall being near completion as well. However, Sniffer Joe thought more important was the Russian/Ukraine border.

Your post mentions a bunch of factors. some I feel as you do..
But darn it, I just gotta point out one thing for sure..
The free market is nothing but a fiction.. every business works hard to among other things , get rid of competition. To control the flow and movements of goods for their own advantage..
If the market does not have the needed balance between seller and buyer, It can not function as a free market..
That is nearly universal for big business today..
One very frustrating fact to me is that one of the greatest events took place in the late 1800s in Mpls..
Called "mill city" for good reason, it was the home for 4 of the 5 largest milling companies in the world.
While North Dakota had a land rush when invention and population put wheat farmers on the road to riches, the Pillsbury and other giant milling companies.. grabbed the ear of the Minnesota bankers and made a gang of thieves in which everything affecting the cost to the Millers was controlled, from transportation cost going to only the farmers to the price paid by the mills for the grain.. it all became a one way road to wealth for the great milling companies and the Banks..
A long list of whiplash, but in the end we got the system of today.. farmers have next to no choice on the price they receive. including laws which curtail farmers selling direct to the end user.. etc..
Enough of this.. go on for far to long.

Something else.. the Keystone only had about 2 or 3 miles constructed and was months from completion.. Perhaps the #5 pipeline.. that got OKd as being repaired. but it was truly new construction.. different right of way ETC..
