Yet Putin has a long history of extreme extortion of many types. He increased his and Russia's personal and national wealth by literally forcing corporate billionaires to simply sign over all bank accounts and assets. When he was met with resistance he abducted wives and family and sent body parts to force them into signing documents...and the really rude part is that he wasn't a very fair man in terms of leaving these billionaires he stripped of wealth alone. This created an air of pure fear and terror when he approached other corporate CEO's, who gladly paid or did whatever Putin wanted. There is a reason Putin was able to consolidate the majority of Russian oil holdings.
Now we can expect to see Putin make demands that come with threats if they are not met.
