Not sure I agree with this. Declaring Covid 'pandemic' is over would be a popular thing - especially right before the elections.

If I understand it right, Biden is never going to go back to pre-COVID conditions or freedoms. If he has it his way, you will never be allowed to go into a Fed bldg, or on a plane w/o a mask. I'm sure there are better examples.

You might be right.
However, the democrats also want to stay in power. Declaring they 'beat the pandemic' right before the election could be a strategic move.
Of course, that doesn't mean that as soon as the election is over, there will be another 'national emergency' of some sort.
In fact, one can count on it.
