"Programs for the average citizen"? Just what is needed <sarcasm intended - you aren't smart enough to pick up on that>. More government doles to people; and they are not 'average' people. Average people work, pay taxes, live their life, and do not want/need a government dole.
That's why the terms 'socialsm', etc. crop up. Try thinking a bit and even you should be able to figure that out....maybe.
