It's simple... Questionable Ballots that were for Democrats were accepted... Any Ballot that were for Republicans were rejected if they had any perceived, small mistake. A backup stash of ballots voting for the Democrats were kept safe until they might be needed.
Like Baldwin said about the handling on his set, "It was a well oiled machine." The Democrat Party is that kind of "Well Oiled Machine" when it comes to handling ballots.
