You do realize that California passed a laws that prohibit trucks older than 2011 from being used to transfer cargo in California and also prevent independent owner/operator trucks. Trucks must be owned only by a company.
Some companies that are allowed to carry cargo from ports are carrying cargo to other states and loading them to independent owner trucks. These laws not only hurt the US but also China. If China can't get there goods to markets they can't make sales and China has to bear the cost of the ships sitting of the coast.

If Biden really cared he could under the commerce clause issue an EO to cancel the California laws. Doubt he will.
