They treat bladder cancer with TB vaccine. Sometimes things just work and are later understood as to why. The way aspirin work was not understood for many decades, but it worked.

Trump had the border under the best control in the past 50 years. It was an ongoing process as well. What he passed on regarding Afghanistan was a relatively stable Afghanistan. Trump might have even decided to stay there for a while longer. Hard to say. Since Biden did what he did, we will never know. It is no longer stable.
