Well, he DID say he only supported ending the filibuster for bills related to debating a bill, not for passing bills.

Manchin is no coward, he is a moderate Democratic from a conservative state. It seems to me, that he has gone way out of his way to try to reach a compromise that Republicans could accept. Mitch has made it clear that he does not want to compromise with the Democratic agenda to stop putting up roadblocks to minority voters, or other important issues, so these vital acts may not get done.
