What a strangely-worded article! It looks like it was written by someone who doesn't know English very well.
The basic idea is apparent, anyway. Pollution (which is closely related to global warming and other climate changes) is a very urgent issue. And there are serious problems with "drilling" and oil "pipelines". The usual oil industry expansions are the wrong way to go. (The usual coal industry is also the wrong way to go.)
It would not be surprising if Mr. Biden (or any other president) is not doing enough fast enough, regarding climate change. It is the kind of problem that requires a radical solution. (radical: addressing the root of a problem; or, doing something much different from usual (preferably wisely)) Most ordinary people don't engage in radical action much. One of our previous presidents, Mr. Trump, might be willing to engage in some kind of radical action about something, but he either doesn't have enough sense, or doesn't care, to know anything or to choose wisely. He might protect himself at everyone else's expense, but that's not wise in terms of being a good leader of a nation or of the world. Mr. Biden's much better but, I would guess, still not radical enough or quick enough for the pollution/warming/change problem. Hardly anyone over 30 is radical enough or quick enough to adequately address the pollution/warming/change problem in its current status.
Regarding disruptive protests:
The Boston Tea Party was a disruptive protest.
And, of course, the American Revolution was a bigger kind of disruptive protest.
The important thing is to understand enough, before doing something violent, so that you will be choosing the right problem and the right side of it. If one does no violence, or if a group does no violence, then the heavy responsibility is lightened some.
I put this in here to point out a difference between some violent disruptive protests and others (such as the Jan. 6 one)! George Washington and the other "Founders" went through a long process of establishing what their problem was and articulating that problem and what should be done about it. The Declaration of Independence explains it. The Jan. 6, 2021 insurrectionists did not behave so responsibly in several ways.
The current pollution problem (which has existed for decades and has steadily gotten worse, and is accelerating, and is closely related to global warming and other climate changes) requires some fundamental changes to the economy. The "Green New Deal" is approximately the right idea. (I have to say "approximately" because I'm not familiar with its details; and it's new anyway, so presumably it hasn't progressed into all the detailed stages yet). It takes someone like an Alexandria Ocasio-Cortez (or a Bernie Sanders) to say it. (That's because most people aren't brave enough to start a new idea like that.) Alexandria Ocasio-Cortez is right; Greta Thunberg is right; and Jane Fonda is very likely right, although the article about what she's doing, as posted, has enough grammatical errors that the whole article is suspect.
