It's an image file usually found on websites. Not all image software can create ".png's referred to as a ping when created by special software like Photoshop & Fireworks which is what I use.
This software allows you to remove individually all the pixels of one color making the unwanted background transparent. Then you are able to position the transparent png on top of another web object and allowing the image or txt to be seen thru the Transparent Png on top of it.
If you have friend who develops websites, she/he could show you how its done in NY Minute.
