I doubt she has that authority. For the pandemic, maybe, but that is not optional on the 4tn, 5th and 6th specifically and in advance. So, sounds more like a criminal act.
And as for Chicago, I live here and the killing in Chicago has definitely skyrocketed and at the hands of the Democrat Mayor and her police force and the local states attorneys who are vacating the jails and letting criminals loose and the Judges who can't or won't convict and sentence to longer terms in jail to keep those bastards off the streets. It is also about a whole society in certain sections whose culture and lack of decency and respect for life is just running amok

That statement needs to be broken down by race, legality of the fire arm, (Was it stolen?), did the shooter have a family or was he raised by a single parent? Was the shooter indoctrinated by a public school education? So much the propagandists don't want us to know.
