In the immortal words of Nancy Pelosi: "we have to pass the bill so that you can find out what's in it."
Here’s the really sad thing: we’re being told that there will be no opportunity to amend or improve it.
As a result, nearly every member of Congress - House and Senate, Democrat or Republican - will have been excluded from the process of developing this bill, which will cost American taxpayers trillions of dollars.
This process, by which members of Congress are asked to defer blindly to legislation negotiated entirely in secret by four of their colleagues, must come to an end. It won’t come to an end until no longer works for those empowered by it. That can happen, but only when most members of both houses and both political parties stop voting for bills they haven’t read—and, by design, cannot read until after it’s too late.

UPDATE: Since almost nobody read the Stimulus Bill (I certainly have not), I can only provide an article which makes the following claim:
'This Is Atrocious': Congress Crams Language to Criminalize Online Streaming, Meme-Sharing Into 5,500-Page Omnibus BillAs The Verge's Makena Kelly reported:
The CASE Act would create a quasi-judicial tribunal of "Copyright Claims Officers" who would work to resolve infringement claims. As outlined in the bill, copyright holders could be awarded up to $30,000 if they find their creative work being shared online.
Proponents of the CASE Act, like the Copyright Alliance, argue that the bill would make it easier for independent artists to bring about copyright claims without having to endure the lengthy and expensive federal courts process. Still, critics of the bill, like the Electronic Frontier Foundation and Fight for the Future, argue that the CASE Act could fine ordinary internet users for engaging in everyday online behavior like sharing memes.
THIS SHOULD NOT BE INCLUDED IN A STIMULUS BILL. LEGISLATORS SHOULD NOT VOTE OF BILLS THEY HAVE NOT READ. LAST MINUTE LEGISLATION IS AN EXCUSE TO MAKE LAWS W/O DEBATE OR DISCUSSION.

APC, this bill tells us one undeniable fact. The country has gone completely and irreversibly off the deep end.

That's always the case. Staffers actually write these things, largely copying previous bills word for word. Each lawmaker or caucus is only interested in the goodies they've demanded and couldn't give a fig about the rest of it. Billions are budgeted for agencies that haven't existed in years.

Trump stood tall and told Americans just how stupid it is.
Agreed. Let's see what Congress does now.

And every single member needs removal from office and prosecution for voting for forcing something on all Americans that they have not even read, much less understand or know anything about. A totally unscrupulous bunch, both parties, every one!
It's the way the libtards do things!
