Back in the mid 1980s, the IRS nailed a handful of dealers at Caesar's Palace in Las Vegas for over half a million in back taxes, and when they realized the potential a dealer has for making money, they enacted a new requirement wherein dealers had to start reporting their tips I think every couple of weeks and they started taxing casino bartenders per drink served based on the assumption that they were tipped a dollar a drink.
Both dealers and bartenders still make out well, however.
