The Clintons lost their law licenses, or surrendered them. The same is true of the Obamas. It doesn't mean much, many politicians let their law licenses lapse or they change their status as not actively practicing law (different states may use different terms or procedures for this same thing). If Rudy is going to be active in the court cases, he would need to reinstate or reactivate his license. He would not need to do so id he is just coordinating the cases and the 'lead' lawyer is one licensed in a particular state. I'm sure if he oversteps the bounds of a particular jurisdiction, the judge would slap him down, so to speak.
