It's a half truth. Stone did say some of that but you are leaving out the rest. He said if there is evidence of massive fraud, then Trump should enact martial law. The Democrats have a track record of questionable actions in past elections, like'finding' ballot boxes in a car that just happened to have enough votes for the Democrat candidate to flip the election results, or voter turnout of over 100% in precincts in Democrat controlled districts, just for a couple of examples.
I don't count gerrymandering (both sides do it), because that is never a 'problem' until the other side takes control and redraws the districts.
