No, they allocate the funding the student would cost the public school system to the charter school.
In exchange, they get a student who's about 85% more likely to qualify for and succeed in college than what the public school system is currently graduating.
Charter schools have lifted more minority children out of a bleak future than the public school system is capable of doing.
However, since the teacher's unions donate megabucks to the Democrats and the Democrats control the lion's share of the education system, they say "the hell with these black and brown kids and their futures, the teacher's unions are where the money is!" and fight against charter schools tooth and nail.

Yes. Especially those parents who care enough for their kids to provide a straightforward education for them. Charter would be preferable to even home schooling because too many parents sport a grade school aptitude. But do not exclude home schooling but ensure the right stuff is being taught, monitored and evaluated.

No. The extremes State & Local school systems go to fighting them are ridiculous, re-zoning buildings, changing fire codes, changing roads, after schools are set up. The left does not believe in education, only indoctrination. Teachers Unions, Government Workers Unions, don’t want to lose control of their gravy train.
