Yes, the slave issue and it’s expansion into new territories, upsetting the political balance in Congress, was the issue that brought on the conflict over States Rights and Federalism. Remember, even in the North, slavery did not become the major moral issue until 1863, and then only in the Southern States that the North didn’t control.
