Voter rolls should be updated to remove the dead or those that have moved. Care does need to be taken to verify the correct identity of the voter to be removed is the correct one. We are required to show ID in so many other instances, showing it to vote shouldn't be a problem. The states that currently have mail in voting (I'm not counting the small amount of absentee ballots), have had years to set up and work out the bugs in the system. In the case of Utah, they phased in the voting by mail over the course of several election years. It may be too much to expect states to implement and get it perfect the first time with only a few months to do so.
