Yes but that was my point. Both diseases were spread by people traveling out of the original source of infection. I am trying to explore the WHY of how it was possible to control travelers from the African Ebola danger area against why the World failed to control COVID-19 carriers from China.

Though the diseases are completely different, the problem of containing them to the initial outbreak area is the same. Obviously not the same because in the first instance Ebola was contained and in the second instance of COVID-19 got into the larger World.

COVID-19 is asymptomatic and contagious for quite a while, thusly a much greater risk.

I disagree. It may not have as long a dormant period before symptoms appear in an infected person, but they were long enough to spread to many countries. If memory serves me correctly, many of the cases were spread sexually by truck drivers along some of the major roads connecting the various African countries. Ebola's death rate was much higher.

Ebola is much more dangerous than COVID-19.
