There 10 'faithless electors' in 2016 costing Hillary 5 votes and trump 2 votes, as some electors chose to 'vote their conscience' against the winner of the popular vote in their state.
And there is greater chance that this will happen in 2020, given the huge political divide since trump got into office.
And there isn't a penalty for being 'faithless' except they probably won't get picked by their party again.

The selection of electors is left up to the states, so the only way to do this is for the states to establish a procedure to prevent 'unfaithful' electors.
