Here is the sum total of the IG's report against Comey:
* Comey had a private conversation with president Trump.
* At that meeting, Trump asked Comey to drop the investigation of NSA Flynn,
* Comey wrote a memo of that meeting
* Comey shared the handwritten memo with a friend for release to the media.
* Comey's friend leaked the memo to the New York Times,
* the purpose of the leak was to pressure the DOJ to launch an independent investigation into Comey's conversations with President Trump. (NSA Flynn)
* The memo contained no classified information, though it was sensitive info, it was more like the minutes of a meeting.
* The IG's report said that in leaking this memo, Comey set a dangerous precedent in trying to create public pressure for official action.
The IG report stated:
"Were current or former FBI employees to follow the former Director's example and disclose sensitive information in service of their own strongly held personal convictions, the FBI would be unable to dispatch its law enforcement duties properly."The IG report stated:
"Former FBI Director James Comey violated FBI policies in his handling of memos documenting private conversations with President Donald Trump"This is a warning, it does not violate any existing federal statute. The leak itself may have been a violation of FBI internal codes of conduct which could subject it to investigation by the FBI Office of Professional Responsibility resulting in appropriate action.
But in terms of the severity of this offense when measured against the far more serious allegations (federal crimes) against Comey--such as FISA abuse, lying to the FISA court, presenting unverified "evidence" to obtain a FISA warrant, assuming the authority of an AG in exonerating Hillary Clinton for egregious violations of the Espionage Act--this leak holds about as much water as a traffic violation, or maybe shop lifting a coke and a bag of peanuts.
Pursuing an investigation into this leak and filing formal charges for prosecution would have been a waste of time, money and resources far better used to go after for the jugular of the massive conspiracy to overthrow a presidential election, destroy a president and his administration, and disenfranchise 65 million American voters. That jugular has names much higher on the federal food chain than a disgraced former FBI Director.
