A person that is relaying events as he recalls them is not a liar. The senate intelligence committee was briefed by intelligence and McConnell put the kybosh on it being released to the public because it was too close to the election.
Sanctions were placed on Russia, remember their embassy properties being seized and diplomats sent home? Obama was being very careful about the election, and Trump's people were engaging with Russian foreign affairs before Trump was president.

Yeah, everyone seems to overlook the fact that ANY Russian meddling in the 2016 election happened while Obama knew it was going on and did nothing.
