North Korea has never stopped its missile program, just kept it hidden. Trump is acting on the ancient concept o "keep your friends close and your enemies closer"

Trump is throwing the Chinese a sop. He is in the middle of trade negotiations and simply withdrew some of the additional new sanctions. Not all of them. This is not a permanent situation. It is a bargaining tactic. After Clinton, Bush and Obama allowed North Korea to continue their program for some 24 years while doing next to nothing to stop it.
