Presidential vetoes are not 'challenged'. They are overridden. The only way Congress can override a Presidential veto is to pass the legislation for a second time with a 2/3 majority in each chamber. At that point, the President is 'overridden' and the legislation becomes law over his objections.

Sadly, for you anyway, Congress does not set foreign policy, the President does. That's part of his function as President. If you had ever read the Constitution all this is based on, you would know this. So how does Congress regain control over something it never controlled in the first place?

Again, there's that pesky Constitution getting in the way of Congress ordering the executive around. Good, now go back and read it again, and keep reading it until you can see why the President is not beholden to a bunch of scallywags sitting in the chambers of Congress. Just keep going over it, you'll 'get it' eventually.
