"Preambles" were the style of the times; they are found throughout the Constitution, [...well regulated ("trained and equipped," not "limited,") militia...]. The body, ("...right of the people...shall not be infringed,") is the operant idea. The militia was comprised of citizens available to be called-up. This was a subset of all citizens, all of whom possessed the natural right to bear arms, permission from gov't bureaucrats or politicians not needed...
