If I were Moore, I wouldn't focus on the re-count: I'd focus on the legitimacy of the voters. There were very credible allegations of large numbers of Georgian democrats being paid or otherwise motivated to cross the border and vote in Alabama's election. I suspect that's very difficult to prove. But like I said, in general I'd move in the direction of auditing the election, rather than a simple recount, if he has the latitude to do so. Frankly, the governor should have postponed the election the moment it was rumored to be occurring, until such measures could be taken to verify the residency of every voter.

It should be easy to check by validating/invalidating votes by comparing those cast against voter registration rolls. In this day and age of computers, I am surprised that that is not done automatically. Not to do it is clearly an invitation for fraud as it exists and occurs in California.
