Another Democratic innovation dating back to 1812 Taxachusetts, when Governor Eldridge Gerry carved up voting districts to benefit the Democratic Party.

LOL - Good question.

I think the voting % among the dead is higher than among college students, so I think we should start there.

There should be a law about the dimensions allowable for this. I think a fifty percent variation in any direction would be a good start.

Gerrymandering is states' rights. I suspect it would take a Constitutional Amendment to regulate it

Not so. It is a state right, but that doesn't mean we can't regulate it. Especially when it's abused the way it is.

The feds can't regulate states' rights because they come from the Constitution except as prescribed in the Constitution.

That's the St. Johns River...basin? Valley? Not in Florida. Swale? Anyway, geographically speaking, that district makes perfect sense.
