That is true and reasonable, usually.

I say 'usually' because that guy running from you might be running at an intended victim. Then what?

But, you see, the shooter has to make up his/her mind there in the heat of the situation. Not easy.

If a perp is 'breaking contact' and running off, I agree; hold fire.

My son is a policeman and I remember a couple of laws he told me about in TX.
If someone robs you, you have to take them down before they get out of your yard or you will get arrested.
If someone is trying to set your house on fire you are allowed to stop them. If they already set the fire, you are in trouble if you take them down.
