The logic is this. There is a specific definition of an American citizen. Anyone who doesn't meet that definition is not an American citizen. If they are in America but not a citizen, they are either a visitor, or illegal.
Is it okay for you to go into someone else's house without them inviting you in? If you do it, you can be evicted and if you are evicted you deserve it. If you are not visiting legally, you are illegal and are subject to legal action against you and punishment.
