There is no thesis. It is brute fact grocery store software will not permit the use of program chits to buy a very long list of items. Even if there were a hack, the grocery store would not be able to redeem the vouchers. Food aid recipients do not buy luxury goods with their assistance vouchers because they can't.

There's a well-known underground trade in these vouchers. Clients are paid pennies on the dollar for their benefits. The program cards will not buy liquor, cigarettes, etc. What you describe is abuse, but the violator, having surrendered his/her voucher will have to find cash for food. Therefor, such abuse is vanishing small.

That's pie in the sky wishful thinking. In the Springs, after people have used up both food stamps and cash from their EBT, they just go to the soup kitchen.

People will always be fed, after spending food stamps on food, (and you can't believe what kind of food they buy), cigarettes, alcohol, weed and other drugs. The Libs won't let them go hungry. I can see you don't get around much.

Those who receive cash assistance receive it on their SNAP cards. When checking out, two option buttons, cash or food.

Only those w/child(ren) receive cash assistance. Back in 1996, single with one child in my state was $352 cash plus $185 in food stamps. Food allotment may be higher today, but cash assistance remains at $352, for household of 2. I utilized the system for about 18 months.

The only exception to "w/child" is for those in the process of applying for disability. Again, my state, $100/month.
