If you mean by being a progressive you can lay the blame on this administration I agree with you. Progressive policies, such as the policies Obama espouses have ruined the inner cities. Hunger pains are a great incentive for someone to go find work. Making more in government subsidies that having a fulltime job has incentivized laziness. Actually that is not what I meant, although you are right about Obama's economic policies destroying the economic hopes of African Americans, thereby making easy to recruit young Blacks into the demonstrations. Youth who are busy working at jobs that will help them rise in the economy are not out getting into trouble.

My point is that there are professional trouble makers who have been given the green light by Obama to exploit every racial incident. They are Obama's Brown Shirts. He can deny all involvement if they go too far, yet most of the time they serve his purpose. Police Departments are afraid of what Obama's Justice Department thugs will do to them. Obama was in Martha's Vineyard golfing while the country goes up in flames, rioting, people dying in flooding LA, but what does he do? You've hit the nail on the head as far as police officers trying to do their job in this new environment.
To be clear, I'm referring to big city officers assigned to predominately Black areas.
After what happened in Baltimore, where several officers were charged with felonies and brought to trial, the reaction of
of those who patrol such neighborhoods across the Nation is pretty much the same. Don't be proactive. Sit in your patrol car
and simply answer calls. In their minds, it's not worth risking your job, getting sued, having your actions examined by a grand jury and
becoming a political hot potato.
It's a shame, too. There are plenty of decent people living in such an environment who pray daily that they won't be left to the mercy of local
thugs they are forced to live next to. Who will answer their prayers?

That's why he does not say something like this "We have a problem with excessive criminality and a lack of respect for authority and some segments of the black community. And when they have given Obama the excuse for martial law and gun confiscation and they don't turn their guns in when everybody is demanded to do so, many of them will wind up getting shot dead on the spot. Anecdotally, you could view this very severe situation as just a random event. But, it's not. Under Obama, this destruction has increased and has polarized America. Facts be damned. A black thug is killed, a criminal, and they riot and burn their own communities. And we are all supposed to try to understand this? How about the black community come together and figure out why they act as savages?

Did they riot when the woman was gunned down in front of the White House? With a child in the car? Funny, how they are so selective. One thing is sure, when the looting starts, they should be shot on sight.
