You are right, anybody who hasn't had training needs it.
That's a start.
You can go to just about any range, even those with range masters
and see safety violation after violation in just minutes. So theres no cure for stupid.

It seems that people that consider themselves experts with firearms have a tendency to take unnecessary chances. It's forgetting to respect the weapon!
