Vegas makes money by laying odds. Those odds ALWAYS favor the house so that a profit is all but guaranteed. But, Trump's e******n defied sense. No-one could believe y'all are as fucked up as you are. So, the 2% was based on an assumption of normalcy. The 38% is based on the real news and knowledge of the law.
That distinction is far too subtle for most of the loonies, but reality can be a cruel master.
