It seems to me that Chicago's laws about handgun ownership may be causing legal non-owners to be getting k**led because they can't shoot back.

Chicago's gun violence stems from gangs shooting at each other. They are armed and the fact that their rivals are armed too doesn't bother them, or slow them down, in the least.

Illinois is broke and has no current budget. No money to pay any force to do anything.

Which is EXACTLY why gun control doesn't work.
If all the guns in the country were confiscated from the public, the criminals would ambush cops and take theirs.
