They shouldn't feed the wild animals and the eagles are wild animals or else they forget how to hunt for themselves. It is just like welfare people forget how to work and the meaning of work. Keep the wild animals wild and the workers working.

The difference is the Eagles have not forgotten how to hunt they are just going for an easy meal as all other wild animals will do but the welfare people will dry up and die without the free handout from We the People and most will not work for anything when so much is free, they have forgotten how to maintain themselves as they have been on the Gubermint tit for so long. A great plan by the Demonrat party that has worked out fantastically for them just not for anyone else.
