Where and when did Unc Sam say that?

Every day I ee people in parking lots walk right out in traffic. They don't know or care that pedestrians hve the right of way ONLY in designated crosswalks. Some people have kids with them who are being taught that it is OK to walk into traffic.

School Zone 20 MPH 7:30 to 4:30!
They're safe inside their classrooms most of that time.
When they get out and are on the streets again you can resume the normal speed.
