If one had to choose, is it better to have "right belief" or "right action"?

The right action is that action which arises in integrity with one's beliefs.

This is from the viewpoint of the believer/actor.

Who determines whether the belief is "right"?

Belief is a less reliable driver of action than knowledge. Belief has no requirement of proof.

Many clear examples in today's turmultuous times show the consequences of acting on belief. Not all those actors are "right" in their beliefs.
