Judge Rosemary Collyer, appointed by former President George W. Bush, ruled the Obama Administration doesn't have the authority to spend money on "cost sharing reduction" payments to insurers without an appropriation of funding from Congress. According to The Hill, billions of dollars in "cost sharing reduction payments" under Obamacare are at issue; the subsidies are paid to insurance companies so they can reduce out of pocket costs such as deductibles for low income people on Obamacare plans.

The House GOP argued the administration was unconstitutionally spending money without an appropriation from Congress.

As a consumer I'm entitled to a patients bill of rights. Also, I'm entitled to Doctor Patient Confidentiality also known as Physician-patient privilege which is a legal concept related to medical confidentiality that protects communications between a patient and his or her physician from being used against a patient in a court of law. Its is a part of the rules of evidence in common law jurisdictions. Almost every jurisdiction that recognizes physician- patient privileges not to testify in court, either by statute or through case law, limits the privileges of knowledge acquired during the course of providing treatment of any type at the doctors office. In some jurisdictions, conversations between a patient and physician may be confidential in both criminal and civil courts.
