NEW YORK – Justin Cooper, a little-known Clinton political operative with important financial ties to both Bill and Hillary Clinton, is certain to be at the center of the “official acts” part of the FBI investigation into Secretary Clinton’s use of a private email server, which is examining whether she committed criminal acts by using her State Department office to influence donations to the Clinton Foundation.

Cooper was copied in an email that shows, contrary to Hillary Clinton’s original claims, she used more than one private account while serving as secretary of state.

As first reported by Breitbart in September 2015, archived Internet records establish that Hillary Clinton’s private email server was registered to Justin Cooper on Jan. 13, 2009, approximately one month before she was sworn in as secretary of state.

Breitbart noted that Cooper was listed as the registrant of Clinton’s private email server until Jan. 30, 2013, when control over the server was t***sferred to Denver-based Platte River Network. The server was re-registered to Perfect Privacy, LLC, a company “that takes over registrant duties and enters its own meaningless Florida contact information into domain databases to hide the true ownership after she left the State Department.”

Cooper began working in the White House as an intern in 1999 then became a Clinton body man, carrying Bill Clinton’s bags and answering his cell phone. He advanced to become a senior adviser to Bill Clinton and a fundraiser for the Clinton Foundation and the Clinton Global Initiative, as well as a senior adviser to Teneo, a corporate advisor fund established by Doug Band, another former body man for President Clinton.

Hillary violated law?

An email released as a result of a Judicial Watch FOIA request shows that on Oct. 28, 2009, Secretary Clinton, using her email account hrod17@clintonemail.com, copied Band and Cooper on a message regarding politics in the European Union and the U.K. that was supplied by former confident Sidney Blumenthal.

“I’m copying Doug and Justin who are traveling w Bill since he will be in Europe and may have some ideas about what could be done, and asking that they share it w him and then get back to you. If you have any other ideas I will let you know.”

The email is important because it conflicts with a declaration by Hillary Clinton’s attorney David Kendall to Rep. Trey Gowdy, R-S.C., the chairman of the Select Committee on B******i, that hrod17@clintonemail.com was not an email address that existed during Hillary Clinton’s tenure as secretary of state. Kendall claimed she exclusively used the now-infamous HDR22@clintonemail.com account.

Judicial Watch also pointed out the email is important because in October 2009, Band and Cooper were key members of Bill Clinton’s personal office and the Clinton Foundation. The email was aimed at promoting a Blumenthal scheme to make former British Prime Minister Tony Blair, the president of the European Council, an influential arm of the European Union, a close associate of Bill Clinton in Clinton Foundation activities, without concern that Secretary Clinton might be “secretly lobbying for a result in a foreign e******n.”

The Nov. 6, 2015, Judicial Watch press release continued, noting that within two years, however, Blair “would receive another plum post.”

“Blair – along with Band, Cooper, Bill Clinton himself and many outgoing senior State Department officials – were put on the payroll of another Clinton-affiliated entity, Teneo Holdings.”

A tale of two investigations

As WND reported March 1, former U.S. Attorney Joseph DiGenova explained there are two FBI investigations going on simultaneously, with the first addressing Hillary Clinton’s private server and possible violations of the national security laws regarding the handling of classified information.

The second probe is what Justice Department prosecutors call an “official acts” investigation regarding a possible correlation between “official acts” performed by Hillary Clinton as secretary of state, her office and the State Department, and large donations made to the Clinton Foundation by countries, corporations and individuals.

“The second investigation is more complex, more document-oriented, more subpoena-oriented investigation, but it is clearly underway,” diGenova said.

“The inspector general at the State Department has started a similar, parallel investigation to determine whether or not official acts were committed by Secretary of State Hillary Clinton and her staff in exchange for contributions to various Clinton Foundation initiatives,” he added.

“The nexus between the ‘official acts’ and contributions to Clinton Foundation initiatives is becoming so clear and the evidence has convinced me that if the Justice Department has not already convened a grand jury, there is no doubt there’s corruption within the Justice Department,” he said.

Last September, WND reported that longtime aide Huma Abedin was the nexus between Secretary Clinton and various Clinton Foundation scandals. While a State Department employee, Abedin authored numerous emails that kept Hillary Clinton apprised of Clinton Foundation activities and in touch with key people in the Clinton sphere of influence. The recipients included Cooper and Band, who employed Abedin at Teneo while Abedin also held her State Department job as an aide to Secretary Clinton.

WND further reported emails t***smitted via Clinton’s private email server reveal Abedin continued to interact with individuals connected with Teneo and the Clinton Foundation, including Cooper and Band, even after she was deemed a “special government employee” in a part-time consultancy with the State Department in the summer of 2012, following her return from maternity leave.

Raised $400 million for Clinton Foundation

Cooper’s biography posted at Decisions Sciences Security Solutions, a security firm specializing in the detection of radiological and nuclear threats, specifies Cooper helped raised more than $400 million to fund Clinton Foundation programs and to build the Clinton P**********l Center in Little Rock, Arkansas.

“[Justin Cooper] has played a crucial role in managing the development of the foundation into one of the most recognized global philanthropic brands fostering the development of new programs and building strong relationships with donors and trustees to support the work,” the biography reads. “Cooper is also responsible for the management of the [Bill Clinton’s] professional and personal relationships.

“In this capacity, he has traveled the world with the president participating in bilateral meetings with foreign dignitaries and advising him on his role in summits with world leaders, speaking engagements, fundraisers, conferences and other events — most notably, the president’s t***sition from public to private life and his efforts working with former Presidents Bush in disaster recovery after the tsunami in South East Asia, hurricanes Katrina and Rita and the hurricanes and earthquake that devastated Haiti,” the biography continues.

Peter Schweizer, in his book “Clinton Cash,” dev**ed a chapter to Haiti in which he argued Bill Clinton’s appointment as U.N. special envoy to the island nation in 2009 positioned him to take personal financial advantage of aftermath of the 2010 earthquake.

Email probe slowly winds down

Inquiry on Clinton’s server may be nearing last phase, but the end could be weeks away.

WASHINGTON — Federal prosecutors investigating the possible mishandling of classified materials on Hillary Clinton’s private email server have begun the process of setting up formal interviews with some of her longtime and closest aides, according to two people familiar with the case, an indication that the inquiry is moving into its final phases.
Those interviews and the final review of the case, however, could still take many weeks, all but guaranteeing that the investigation will continue to dog Clinton’s p**********l campaign through most if not all of the remaining p**********l primaries.
No dates have been set for questioning the advisors, but a federal prosecutor in recent weeks has called their lawyers to alert them that he would soon be doing so, the sources said. Prosecutors are also expected to seek an interview with Clinton, though the timing remains unclear.
The interviews by FBI agents and prosecutors will play a significant role in helping them understand whether Clinton or her aides knowingly or negligently discussed classified government secrets over a nonsecure email system when she was secretary of State.
The meetings are also an indication that much of the investigators’ background work — recovering deleted emails, understanding how the server operated and determining whether it was breached — is nearing completion.
“The interviews are critical to understand the volume of information they have accumulated,” said James McJunkin, former head of the FBI’s Washington field office. “They are likely nearing the end of the investigation, and the agents need to interview these people to put the information in context. They will then spend time aligning these statements with other information, emails, classified documents, etc., to determine whether there is a prosecutable case.”
Many legal experts believe that Clinton faces little risk of being prosecuted for using the private email system to conduct official business when she served as secretary of State, though her decision to do so has caused some of them to question her judgment. They have noted that using a private email system was not banned at the time, and that others in government have used personal email to t***sact official business.
The bigger question is whether Clinton or her aides distributed classified material in email systems that fell outside the department’s secure classified system. But even if prosecutors determine that she did, chances she will be found criminally liable are low, experts say. U.S. law makes it a crime for someone to knowingly or willfully retain classified information, handle it in a grossly negligent manner or pass it along to someone not entitled to see it.
Clinton has denied using the email account to send or receive materials marked classified. Though some of the emails have since been deemed to be too sensitive to release publicly, Clinton’s campaign has attributed that to overzealous intelligence officials and “over-classification run amok.”
Legally it doesn’t matter whether the emails were marked as classified, since government officials are obligated to recognize sensitive material and guard against its release. But legal experts noted that such labels would be helpful to prosecutors seeking to prove she knew the information was classified, a key element of the law.
“The facts of the case do not fit the law,” said Stephen Vladeck, a law professor at American University. “Reasonable folks may think that federal law ought to prohibit what Hillary did, but it’s just not clear to me that it currently does.”
Even so, her use of the private server, which was based at her home in New York, has become fodder for Clinton’s political foes as she campaigns to secure the Democratic nomination for president.
Though Sen. Bernie Sanders has largely declined to use the email scandal against her in the Democratic primary, Republicans have repeatedly said she should be indicted or disqualified from running for the nation’s top office.
At a recent Democratic debate, Clinton seemed exasperated when asked what she would do if indicted. “That’s not going to happen,” she said.
Her attorney, David Kendall, declined to comment. Campaign spokesman Brian Fallon said in an email that Clinton was ready to work with investigators to conclude the investigation.
“She first offered last August to meet and answer any questions they might have,” Fallon wrote. “She would welcome the opportunity to help them complete their work.”
Lawyers for her closest aides — Huma Abedin, Jake Sullivan, Cheryl Mills and Philippe Reines — either did not respond to messages or declined to comment.
The Justice Department and FBI began their investigation after receiving what is known as a security referral in July from the inspector general for U.S. intelligence agencies, which at the time was in the midst of reviewing paper copies of nearly 30,500 emails Clinton turned over in 2014 that she said were work-related.
The State Department has since released all 3,871 pages of Clinton’s emails in its possession and has determined that 22 of her emails contained “top secret” information, though they were not marked as such as the time. Hundreds of others contained material that was either secret or confidential, two lower levels of classification.
After resigning as secretary of State, Clinton, who has said she used her personal email to conduct personal and official business as a matter of convenience, told her staff to delete 31,830 emails on the server she said were not work-related.
In August, the FBI obtained the server and has since recovered most, if not all, of the deleted correspondence, said a person familiar with the investigation who was not authorized to comment on it.
FBI agents have finished their review of the server and the correspondence turned over by Clinton to the State Department. They have interviewed a number of former aides so they could better understand how the system was used and why Clinton chose to use it, the person said.
Federal prosecutors granted immunity to one of those aides, Bryan Pagliano, who helped set up the server in Clinton’s home. He has cooperated with the federal investigation and provided security logs that revealed no evidence of foreign hacking, according to a law enforcement official who was not authorized to comment on the case.
The investigation is being closely watched and supervised by the Justice Department’s top officials and prosecutors. FBI Director James B. Comey has said he has been regularly briefed on the inquiry, which is being overseen by prosecutors in the Justice Department’s national security division.
The decision on whether to prosecute could be difficult. Vladeck, the law professor, noted the differences between Clinton’s email issue and two previous cases involving the mishandling of classified material that resulted in prosecutions and guilty pleas.
In 2005, Sandy Berger, a former national security advisor, pleaded guilty to the unlawful removal and retention of national security information after being caught trying to smuggle classified documents out of the National Archives.
Gen. David H. Petraeus, a former CIA director, was investigated for knowingly allowing a mistress to read classified material as she researched a book about him. Petraeus eventually pleaded guilty to a misdemeanor charge of mishandling classified material and was spared prison time.
Legal experts said Petraeus’ actions were far more serious than anything Clinton is accused of doing. Clinton’s emails, even those later deemed classified, were sent to aides cleared to read them, for example — not to private citizens, they said.
While she will probably not face legal jeopardy, the emails could cause some political heartburn when the aides are questioned. However, short of an indictment or an explosive revelation, the controversy will probably not alter the overall dynamics of the primary race or the general e******n, political observers said. del.wilber@latimes.com

No, it won't alter it, in fact, it is highly unlikely she will face any penalty even if she is found guilty. She has too many friends in high places. This woman, and Bill, should be indicted for their crimes against humanity, including multiple murders, not to mention working for and with the New World Order to completely eradicate democracy from the earth. She has too many friends. To think that there is nothing to the charges against Hilary, (and should be Bill too) is the summit of arrogance and stupidity. It is absolutely ludicrous and a sign of insanity to think there is nothing in Hilary or Bill's background that is criminal.
