"I have not come to abolish the law but to fulfill it."

These words open us directly to the Epistles of Paul. More of that later.

The Jews were given a Covenant, a contract, they were unable to keep. Not one of them could perfectly fulfill the obligations necessary to completing their contract with God. In effect, they were vastly in arrears and rightly subject to having that Covenant abolished, leaving them out in the cold. No more the chosen people, no more a home in Jerusalem. The due date was well-past.

But God in his infinite mercy and love paid their debt in full, the contract, or Covenant, was complete, fulfilled--ended! Their agreement was finished, through the sacrifice of Jesus. The terms of that agreement over, done away with for a New Covenant, or agreement, one of love, forgiveness, mercy, and compassion. Matthew 5 is the transition point that ushers in this New Covenant. "But I say unto you..." Revolutionary!

Mosaic Law has been fulfilled, that contract--Covenant--is ended!

Psalm 119:126. "It is time for thee, Lord, to work: for they have made void thy law". The covenant God established with the children of Israel is an everlasting covenant. I am speaking mainly about the Decalogue. As concerning the other 603 commandments, it will usually say if a statute is "perpetual" or "forever". God will enter into a new covenant with all of mankind when he comes in the flesh as the Messiah. No one is perfect in the law, but God made remedies for sin. Psalm 119:96 "I have seen an end of all perfection: but thy commandment is exceeding broad". We atone once a year for our sin on Yom Kippur. Israel was to be "a kingdom of priests and a holy nation". Exodus 19:6. The only way into Heaven is repentance and righteousness.
