On Wednesday, National Parks Service Director Jonathan Jarvis told a House committee that he had informed the White House of his plans to close war memorials during the government shutdown.

I believe he was planning this for quite some time as the signage and "BARRYCADES" were prepared in advance and in a holding area for rapid deployment.
